The City of Dallas offers an online bill payment option to save you time and gives you more flexibility in how you pay your bill.

If you have an internet connection and an email address, you can now pay your bill online. It's fast, easy, secure, and you no longer have to write a check each month or find a stamp when it's time to send in your payment.


How it Works

When you sign up for online bill payment, you get a unique password that you use to access your personal account. Every month, we'll send you a reminder email to let you know when your bill is available online. Then, just log in through your web browser and view your bill, which will look like the paper statement you're familiar with. Select a payment type (credit card, debit card, or electronic funds transfer), enter your information, and you're done!

Start City Utility Service

An Application for Utility Service Form is required to apply for utility service at your new address. The City of Dallas utility services include: water, wastewater and stormwater.  Also included is a police fee and firefighter/EMS fee.

You can now start City of Dallas Utility Service with our new online method CLICK HERE or select the Xpress Bill Pay icon below. To sign-up for service online you must create an account. If you prefer, you may also come into our office at City Hall, 187 SE Court Street, Dallas, OR.

Starting a service request online must be done by 3:00 pm the business day before. For same day service you must come into our office before 3:00 pm at the address listed above. Requests will not be fulfilled on weekends or holidays.

A deposit of $125.00 is required (some exceptions may apply) before service is turned on. The deposit will be applied to the closing bill if you are a renter and applied to an owner's account after one year of payments with no late fees or upon the close of service. Any balance will be refunded to the customer. The deposit will not earn interest.

An activation fee of $15.00 will appear on your first billing statement.  All delinquent charges must be paid prior to any new applicant receiving water/sewer service.

Online service request will require an email address and will provide a link to email our office your government issued picture ID (ie. driver’s license).  We will also email you an information sheet regarding your new account.

Completing and submitting this form does not guarantee services nor should it be considered confirmation that an account has been established.
