Building Permits: Homeowners

The City of Dallas Building Division staff is here to help determine if a permit is required, and to help through the entire permit and building process.  The City utilizes the State of Oregon ePermitting program to pull permits, upload plans and documents, pay for permits, track permit progress, and to schedule inspections.   The State of Oregon requires all applications and plan submittals to be done electronically as of 1/1/2025.  Please be advised that paper applications are not provided. 

The following Residential Permit Types are available and can be pulled by Homeowners: 

  • Manufactured Dwelling Placement (OWNER)    (MFD-Placement only)
  • Residential Mechanical (OWNER)                        (MECH-Heaters, Air Conditioners, Heat Pumps, Ventilation, Water Heaters)
  • Residential Plumbing (OWNER)                            (PLM-Fixtures, Gas Water Heaters, Backflow Devices)
  • Residential - Structural (OWNER)                          (STR-Additions, Remodels, Alterations, Repairs)
  • Residential 1 & 2 Family Dwelling (OWNER)       (DWL-Combination Permit for New Construction Only-Limited: SFR, Duplex, and Accessory Dwelling Unit-ADU) 

         Note: Residential 1 & 2 Family Dwelling permits combination includes: structural, mechanical, plumbing and backflow, zoning, and public works/SDCs fees. 

Residential permits can be pulled by either a licensed contractor or the homeowner.   When a homeowner is doing their own work, they are required to complete the Homeowner Acknowledgement Form and attach it at time of application. 

Electrical Permits are handled through the Polk County jurisdiction via Oregon ePermitting or by contacting Polk County Community Development at 503.623.9237.
