Dallas Mill Site Area Redevelopment Project

Study Area

In December, City staff and representatives of the property owner led a consultant team, which included lead consultant David Evans & Associates (DEA) and the Oregon Department of Transportation (ODOT), on a site tour of the former Dallas Mill in south Dallas. Using a state Transportation Growth Management (TGM) grant, the City has retained a DEA and their subcontractors to help design a redevelopment plan for the Dallas Mill Site to include improvements to the transportation systems in this part of the city. The Council’s goal is to create new industrial and commercial development opportunities to bring new jobs, investment, and tax revenue to support public safety, parks, and other important General Fund-supported operations. A large and diverse Project Advisory Committee, representing a broad base of community stakeholders, convened for their inaugural meeting on January 25, 2024 to help the consultant, ODOT and the City shape the project.

Project Objectives

  • Develop reasonable, implementable, and catalytic land use and transportation strategies, which are responsive and proactive to market forces and redevelopment opportunities.
  • Identify opportunities and strategies to support the development of Commercial Land, in response to the 2021 Economic Opportunities Analysis.
  • Identify opportunities and strategies to support the development of Medium and High Density Residential Land, in response to the 2020 Housing Needs Analysis.
  • Develop a plan, which aligns with the city’s Strategic Plan and identifies a set of improvements and land use which support a new Urban Renewal District.
  • Coordinate with the community, property owners, developers and other stakeholders to ensure widespread support of the Project.

 

This project is partially funded by a grant from the Transportation and Growth Management (TGM) Program, a joint program of the Oregon Department of Transportation and the Oregon Department of Land Conservation and Development. This TGM grant is financed, in part, by the federal Fixing America’s Surface Transportation Act (“FAST Act”), local government, and State of Oregon funds.
