Urban Renewal Projects

The Dallas Downtown Urban Renewal Plan, adopted in 2004, includes several public improvement projects. The projects authorized by the plan include developing, replacing or upgrading streets and utilities, sidewalks and streetscape, public parks, and a multi-use recreational trail along the creek.

The entire list of projects, goals, and objectives are outlined in the Dallas Downtown Urban Renewal Plan, and include:

• Promoting and developing a unified and cohesive downtown by improving pedestrian and vehicular linkages, enhancing the entry points, and creating consistent streetscape and signage throughout the downtown.
• Promote a mixed-use development of services for retail, office, commercial, and residential to attract a broad range of businesses, increase employment density, and create a lively downtown to enhance the area's pedestrian environment and encourages use and patronage of area businesses.
• Promote the rehabilitation and/or conversion of the upper stories of substandard commercial and residential buildings to create work space suitable for the needs of contemporary commercial and office employers.
• Enhance the pedestrian environment on streets, in public parks, green spaces, and other public gathering spaces by increasing pedestrian safety and safer crossings, minimizing obstacles to the flow of foot traffic created by utility poles, and increase the visibility of downtown businesses.
• Promote high quality design and development compatible with the historic architectural integrity and character of downtown’s historic Central Business District, including technical and financial assistance for rehabilitation, infill vacant lots and surface parking lots, whenever possible, with development that is compatible with the scale of traditional downtown buildings
• Increase employment and business activity in downtown and attract a broader range of commercial, office, and professional businesses to the area. Provide opportunities for new businesses to locate to the area by facilitating the rehabilitation and/or redevelopment of existing commercial space that is currently underutilized or vacant and ensure that public facilities and services support increased business activity and employment.
